Jefferson County Community Arts Fund

Overview



In December 2004, the Cultural Alliance of Greater Birmingham (CAGB) became the designated administrator of the Jefferson County Community Arts Fund (JCCAF). Funding for the JCCAF is provided by Jefferson County as approved by the Jefferson County Commission. This process incorporates national best practices in distributing public funds to arts and cultural organizations.

JCCAF Mission

The mission of the JCCAF is to distribute and administer funds that develop, sustain, promote and expand arts and cultural activities in Jefferson County, and to help integrate arts and cultural activities into the lives of all County residents. The JCCAF seeks to develop and support a strong local cultural community that celebrates and reflects the rich heritage and diversity of its citizens.

Geographical Scope

JCCAF funds will only be awarded to qualified organizations based in Jefferson County and for projects, programs and activities that are conducted in Jefferson County for the benefit of County residents.

Funding Categories

Currently, there are two categories of funding:
(A) Major Institutions
(B) Project Support

Major Institutions funding provides operating support to mature arts or cultural organizations that, over time, have produced consistently high quality programs and services, have strong management, demonstrate excellent financial accountability, and significant outreach to the community. There is only one Major Institutions funding round per Jefferson County fiscal year (October 1 through September 30). Organizations with annual operating revenues of $1 million or more may apply in this category. Other eligibility requirements and restrictions apply. Organizations seeking Major Institution status for the first time should contact the Cultural Alliance by May 1 of each year. Qualifying organizations may be awarded up to 10% of their operating budget based on most recent audited annual statements not to exceed $750,000. Organizations that succeed in securing a Major Institutions funding are not eligible to apply in the Project Support category during the same fiscal year. Organizations that have received Major Institution status typically submit their application in October of each year.

Project Support grants assist non-profit organizations in producing and presenting arts and cultural programs or projects. Project Support grants do not provide general operating or season support. Typically there are two funding rounds each year. Qualifying organizations may submit one application in each grant round during the fiscal year but not for the same project. Other eligibility requirements and restrictions apply. Project grants may be awarded up to 50% of the program or project expenses not to exceed $100,000. Please refer to the guidelines for more information about typical funding levels. Application deadlines are typically September 1st and March 1st of each year.
